Congress can't invoke the 25th. The VP and his cabinet have to do that. (Then the president can write a letter saying, "nope, I'm fine" and then Congress gets involved.) Congress can create an alternative body to the Cabinet but to do so it needs to pass the House and Senate and be signed by the president (or pass with a veto-proof majority), and still needs the VP to invoke it. What we need is for Rs in Congress to get out of his backside, grow a spine, and impeach and remove him. I won't hold my breath.
The Constitution gives Congress the authority to impeach and remove "The President, Vice President, and all civil Officers of the United States" upon a determination that such officers have engaged in treason, bribery, or other high crimes and misdemeanors.
We have a spineless Congress..we all agree. They’re getting paid to be YES-Men to the President! We all know that Vance won’t suggest, or support the impeachment of trump. Yet, he’s just as much of a criminal, and threat to our country as trump is.
